Davis Ship Service is centrally located in the Port of Baltimore serving as a hub for incoming and outgoing ship spares.  Whether they are needed on board for supplies or urgent repairs.  We handle the Customs clearance and reshipping of landed spares as well. We continuously track shipments and vessel arrival/departures to date to ensure a timely delivery to the vessel. We have 3,000 Sq. Ft. of warehouse space for storage, two forklifts, stake body truck, cube truck and three cargo vans. We are capable of palletizing, banding and crating on site. Our drivers are DOT Compliant and HazMat Certified. We possess a bonded Cartman’s License, registered with the Federal Motor Carrier and are bonded and insured.   We are in close proximity to Baltimore/Washington International Airport (BWI 1305) which is our airport of choice for importing and exporting. We have the ability to handle shipments at Dulles, Newark, JFK and Philadelphia Airports.

  2. Must supply Master AWB and Commercial Invoice with a value for customs.

  3. Spares should arrive 3-5 days prior to vessel’s arrival, also take weekends and holidays into consideration.

  4. All spares should be clearly marked with the vessel’s name.

  5. Deliveries made in the evening, weekends and holidays will be assessed over-time rates.

  6. Spares stored at our facility for any length of time will accrue storage fees and are charged by pieces, weight and size.

  7. A logistic fee will be charged per invoice to cover vessel/spare tracking, documentation, email monitoring, etc.

LANDING SHIP SPARES FOR REPAIR OR RETURN

Vessel/ship spares that are unladen from one vessel intended for export, consumption, repair outside the U.S. or transfer to another vessel must be manifested in accordance with 19 CFR 4.7a(c). The cargo declaration data must be transmitted electronically to CBP via Vessel AMS as soon as the determination is made to unload the vessel/ship spare(s).

Below you will find what will be needed to submit Customs.

  1. Commercial Invoice with a value, description and manufacturer.

  2. All spares must be entered in AMS.  A copy of the paperwork with the AMS transaction number will be needed for customs. Paperwork to include a copy of the Form 1302 and a confirmation from the AMS system.

  3. Then paperwork will be submitted to our Customs Broker for them to be cleared or moved in bond.

  4. Once the landed spares are cleared or logged with CBP for an in-bond move Davis can then pick them up and proceed with shipping.

 

*** Vessel owners must have an AMS account and it is up to the vessel Charters/Owners to handle the AMS process. ***

 

AMS RULES FOR LANDING SPARES:

The Sea Automated Manifest System (AMS)  impacts any ship calling the USA and has affected the flow of “Ship Spares in Transit” that are critical to vessel operations.  Specifically all ship’s spares that are taken off vessels in the USA must comply with the Sea AMS entry system BEFORE THEY CAN BE REMOVED FROM THE VESSEL. This is a Department of U.S.  Homeland Security, Bureau of Customs  and Border Protection (CBP) requirement that is being implemented throughout the ports in the USA.  In many ports now, agents and brokers can no longer handle the landing of spares from the vessel without the ships owner having an AMS Account.

Charters handle this AMS requirement for the ships to discharge cargo, but owners have to handle this for landed spares taken off the ship.

This AMS account has to be set up to bill the owners direct, as CBP has to know “Who Is Responsible” and “Who to Target” if something happens when this cargo is taken off of the vessel.

SEA FREIGHT

IMPORTING SHIP SPARES VIA SEA FREIGHT

If you are sending ship spares via sea freight please be sure to supply Davis Ship Service with the proper information.  We will need:

  1. ISF Filing information whether you have done it already or you need Davis Ship Service to file it on your behalf

  2. We will need a commercial invoice with a value, description and manufacturer’s information.

  3. A copy of the Bill of Lading.

Importer Security Filing, ISF (10+2)

Importer Security Filing, ISF (10+2) became mandatory January 26th 2010. ISF is composed of 10 data elements which are required to be sent to US Customs on all import shipments arriving via sea-freight into the United States. This information is in addition to and distinct from the AMS data elements that the Steamship lines are required to file with US Customs.

Any US Customs Broker, is certified to file your ISF transactions with US Customs. ISF filings must be done prior to your shipment being on board the vessel at its origin point. A few items may be updated in transit; however, it is incumbent on the US Importer to ensure that the filings are done timely and correctly. Davis Ship Service works in conjunction with their customs broker to ensure your ISF information is filed properly, thereby protecting you from a possible ($5000) penalty customs may assess for failing to or incorrectly file your ISF information.  Importer Security Filing, ISF (10+2) can also be done by the shipper.

There are a few requirements which must be met in order to allow Davis Ship Service to file ISF and/or Customs Entries on your behalf. We will need:

  1. Customs Power of Attorney

  2. Non-Refundable Customs Bonds (Annual Customs Bond Holders do not need a separate bond for ISF)

  3. Contact with your overseas partners

 

IMPORTER SECURITY FILING (10+2) QUICK FACTS

  • Importer of Record is ultimately responsible for filing

  • Mandatory for all Imports by Sea Freight (as of Jan 2010)

  • Penalties: $5000 per shipment

  • Customs Power of Attorney Required

  • ISF Customs Bond Required

  • ISF must be filed no less than 24 hours prior to your shipment loading on board the vessel overseas

  • ISF and Customs Clearance are separate transactions

  • No ISF filing is required for air or road freight shipments

  • Shipments without ISF data on file may be issued “DO NOT LOAD” messages at origin
